Nel 2006, in un caotico scenario posteriore alla Guerra Fredda, una potente organizzazione terroristica mondiale chiamata SKAR con a capo Iron Klaw - un feroce condottiero proveniente dall'Europa orientale - è intenzionata ad ottenere il controllo dell'intero pianeta Terra.
