A Miseryville, città dominata dal malvagio Lucius Heinous VII dove ogni divertimento è vietato e l'infelicità è molto diffusa, vivono un ragazzino ottimista di nome Jimmy ed i suoi amici: un tipo pigro e goloso di nome Beezy (figlio di Lucius) e Cerbee, il tanto fedele quale disobbediente animale di Jimmy. Essi sono intenzionati a diffondere l'allegria in tutta la città, mentre Lucius ed i suoi scagnozzi tentano in ogni modo di impedirglielo. Tra gli altri personaggi, vi è la piccola Heloise, capo del dipartimento di Ricerca e Sviluppo della Misery Inc. di Lucius, la quale è segretamente innamorata di Jimmy.
