Nella Londra vittoriana, Orson, Olivia ed il loro cane Pustola vivono su una barca ancorata lungo le rive del Tamigi. Olivia adora le salsiccie, Orson le aringhe. Per procurarsi da vivere, i due orfanelli catturano i topi che scorrazzano per le strade all’epoca della Rivoluzione Industriale in cambio di pochi soldi, stando attenti a non farsi catturare dall'ispettore Javert.
