Tooter è una tartaruga eternamente insoddisfatta della propria vita e, per questo, chiede aiuto ad un mago che ha le sembianze di una lucertola (Mr.Wizard the Lizard, nella versione originale), il quale, in ogni occasione, grazie ai suoi poteri, lo trasporta in un'altra epoca o in un altro paese in cui a Tooter sarebbe piaciuto vivere; ma puntualmente ciò si rivela non essere bello come gli era inizialmente sembrato ed alla fine di ogni episodio viene riportato dal mago alla propria quotidianità.
